Brigadier General Barbara Lynne Owens
Deputy Commanding General, U.S. Army Human Resources Command
Brigadier General Barbara Lynne Owens is an Army Reserve Officer commissioned in 1985. A proud McLain, Mississippi native, she earned a Bachelor of Arts degree in Journalism from the University of Southern Mississippi, as well as a Master of Arts in Human Resources from Webster University, and a Master of Strategic Studies from the U.S. Army War College.
General Owens has served in numerous positions of great responsibility throughout the United States in the personnel management arena. Additionally, she had the opportunity to deploy in support of Operation Iraqi Freedom. Prior to assuming duties as the Deputy Commanding General, US Army Human Resources Command, she served as the US Army Reserve Command Director of Personnel at Fort Belvoir, VA and Fort Bragg, NC.
General Owens is a graduate of the Signal Officer Basic Course, Adjutant General Officer Advanced Course, Command and General Staff College, and the US Army War College. Her awards and decorations include the Legion of Merit, Meritorious Service Medal, the Army Commendation Medal, the Army Achievement Medal and the Military Outstanding Volunteer Service Medal.
General Owens is married to her wonderful husband Rickey and they have four children and 10 grandchildren.
